Bruce is a partner in our planning and development team based in Manchester. He specialises in regeneration delivery and public sector development consulting.
Bruce is a commercial planning and development surveyor, having spent much of his early career as a development surveyor with a number of private development companies. For over 15 years he has applied his commercial property development skills to the challenges of urban regeneration and economic development. As a consultant to the public sector, Bruce has been responsible for the implementation of numerous regeneration programmes and the preparation of many feasibility studies and implementation strategies. Bruce provides advice in respect of development agreements and the engagement of private sector development partners. He provides his private sector clients with regeneration and development strategy advice, to include advice on public sector partnering and investment opportunities. Bruce has also appeared as expert witness in the context of planning and CPO inquiries.
Specific experience
Rochdale Kingsway – development appraisal and market advice, to include detailed cashflow modelling and sensitivity analysis, to support review of public sector investment requirements, on behalf of the North West Development Agency
Barrow Marina Village – selection of preferred developer partner on behalf of West Lakes Rennaissance and Barrow in Furness Borough Council, for a 650 unit new build residential and commercial mixed use quay side scheme, to include commercial appraisal advice, development agreement advice and funding advice
Nelson & Colne College – selection of residential development partner, disposal of major development site and significant 1930s former grammar school building of architectural merit in the greenbelt, including negotiation of development agreement on behalf of Nelson and Colne College
Derwent Howe Development Framework & Masterplan – development, regeneration and developer partnering advise in the context of the preparation of the strategic regeneration framework and masterplan for the 150+ hectare Derwent Howe mixed employment area in Workington, including the former Corus steelwork site
Whitehaven Regeneration Strategy and Implementation Plan – commercial and residential market advice, development viability advice and public sector funding advice during the preparation of the Whitehaven Regeneration Strategy and Implementation Plan. The Strategy and Plan provides the basis for the engagement of the private sector development sector and its sustained investment in the physical and economic regeneration of Whitehaven
Cruddas Park, Newcastle – advice to Newcastle City Council on the potential to engage private sector development partners required to deliver private sector investment for the redevelopment / refurbishment of eight high rise 1960s residential tower blocks, owned by Newcastle City Council and set in a park land setting on the edge of the City centre
Glyn Rhonwy – development strategy and implementation advice relating to a 225 acre former slate quarry on the edge of Llanberis and the Snowdonia National Park, owned by Gwynedd County Council
Samlesbury Aero Park – commercial market, viability and delivery advice in respect of a proposed Aero Centre of Excellence and supplier park at Samlesbury, Lancashire
