Jerry is our head of rating and has responsibility for co-ordinating and organising the partnership's extensive rating business. He is the immediate past President of the Rating Surveyors’ Association, a member of the CBI’s Rating and Valuation Panel, of the Valuation Faculty Board of the Institute of Revenues Rating and Valuation and of the Royal Institution of Chartered Surveyors' influential Rating and Local Taxation Policy Panel, of which he was Chairman from 2000-2005. Jerry is a regular conference speaker on rating issues. He authored the sections on business rates in Property Solutions, the RICS guide for businesses, and on Rating Appeals in the Institution’s guide to Dispute Avoidance, Management and Resolution.
Jerry is a member of the National Ratepayers Forum, the Professional Bodies Liaison Group and the Rating Liaison Group. He takes a particular interest in seeking to simplify the current complexities of the business rating system for the benefit of ratepayers and was influential in persuading the Government of the need for amendments to the Appeals and Chargeable Amounts Regulations. He has been actively challenging Government’s changes to Empty Property Rates Relief since they were announced in the March 2007 Budget, as well as devising and implementing strategies to minimise our clients’ rates liabilities for vacant property.
Jerry also leads our specialist team dedicated to rates payment management services, taking over responsibility for paying clients’ rates bills and managing their liabilities, removing all the hassle of rates. The rapidly growing team is responsible for paying over £350m in rates liabilities for clients.
In addition to his rating expertise, Jerry has extensive experience in general professional work including capital and rental valuations, rent reviews and lease renewals. His experience extends to all types of commercial property.
Specific experience
Settling rating appeals in respect of wide range of commercial property, including giving evidence at Valuation Tribunals and attendance at the Lands Tribunal
Submitting expert witness representations to arbitrators and independent experts in respect of rent review disputes
