  Julian Clark

Julian is a partner in our West End office, leading our residential team. He has considerable experience in valuation of residential properties in central London for leasehold reform purposes including presentation of expert evidence at Tribunal; and assists in the portfolio valuations of the residential property assets of two major central London estates. In addition, he has carried out general valuation and planning work in connection with a range of residential, institutional, commercial and industrial property, including residential properties in central London, universities, development land, industrial and office buildings.

Specific experience
Current work focuses on providing valuation advice to private clients and four major central London estates relating to matters under Leasehold Reform Act 1967 (as amended) and the Leasehold Reform, Housing and Urban Development Act 1993 (as amended) and Commonhold and Leasehold Reform Act 2002. Julian has first hand experience of the principal valuation issues of the day and is at the cutting edge of developing valuation theory and practice in this specialised area.

Giving evidence on valuation issues for the freeholders in the leading cases heard before the Lands Tribunal on deferment rates and hope value, known as Arbib in 2005 and Sportelli in 2006. Acting as a consultant to the freeholders in their subsequent appeal to the Court of Appeal, relating to the Sportelli decision on hope value.

Past experience at Gerald Eve has included: handling numerous successful planning applications for change of use of shop premises on behalf of a former national building society, including giving evidence at public local inquiry; appearing as an expert witness before the High Court to give valuation evidence in relation to a claim for negligence against a firm of solicitors; providing advice to industrial and commercial companies and local authorities in respect of rating assessments for properties located in London and the South East.
