Simon is the head of our specialist and residential properties team, which deals mainly with our central London estate, education, institutional, charity, healthcare and public sector clients. He has wide ranging experience providing consultancy advice on specialist and residential property throughout England involving capital and rental valuations, sale and purchase, rent reviews and lease renewals, estate strategy, planning, rating and compulsory purchase.
Simon is also chairman of the firm’s professional standards panel, responsible for advising on technical and quality assurance matters, and the RICS designated compliance partner.
Specific experience
Education
- former Governor of Westminster (now Westminster Kingsway) College and chairman of the property committee responsible for estate strategy in connection with the merger with Kingsway College
- negotiated on behalf of Universities UK a Memorandum of Agreement on the basis of valuation for rating of universities for the 2000 and 2005 Revaluations (currently advising on the 2010 Revaluations) and has overall responsibility for advising a large number of universities, further education colleges and schools on their rating assessments
- advised the Higher Education Funding Council for England (HEFCE) on valuation implications of the Treasury’s rationalisation of the Exchequer Interest in Higher Education Institutions
- advising Hertfordshire County Council on the rent review of Edge Grove School
- advising Lloyds TSB on valuations matters relating to a Public/Private Finance initiative for the refurbishment and subsequent management of student halls of residence at Kingston University
- advice to City and Islington College on a campus feasibility study
- capital valuation (including valuation advice on restrictive covenants) to St Anthony’s School, Leweston
- advising the University of Sussex on the modification of restrictive covenants in a 999 year lease of its main campus and achieving a negotiated settlement with Brighton and Hove City Council without recourse to the Lands Tribunal
- advising St Catherine’s College Oxford on the purchase of land from another College, for student residences and academic accommodation
- advising Wycombe Abbey School on landlord and tenant matters, planning and the Crichel Down rules
- presentations to AUDE on valuation and rating and to BUFDG on property issues relating to planning and financing capital projects (paper available)
Residential
- responsibility for the capital valuations of the Grosvenor Belgravia estate, the Wellcome Trust South Kensington Estate and the Crown’s Cumberland Market and Millbank estates
- acting as an independent surveyor to determine the basis of apportionment of the Scheme of Management Charge on the Dulwich Estate, annually since 1998
- advising on planning applications and planning appeals for residential development schemes
- advising on the valuation of student residences
- advising and giving evidence in arbitration proceedings arising out of a Section 106 Agreement in relation to access to a residential development site over a ransom strip
- overall responsibility for and co-ordination of leasehold reform advice to Grosvenor, Cadogan, Howard de Walden, Ilchester and other central London estates and landowners
Third sector (heritage / cultural)
- advising various national museums on valuations for financial statements and reinstatement cost assessments for fire insurance including the British Museum, the V&A, the Natural History Museum, the National Maritime Museum, the Imperial War Museum, the RAF Museum and others
- advising the Natural History Museum on the sale of a surplus warehouse property in Wandsworth
- advising the Greenwich Foundation for the Old Royal Naval College and the National Maritime Museum on a wide range of property related matters including valuation, acquisition and disposal, lettings, surrender and renewal, rating, boundary disputes and planning applications and appeals
Local authorities
- responsibility for rating advice given by the London office to local authorities including Surrey County Council, London Borough of Hillingdon, Corporation of London and the Metropolitan Police Authority
- valuation of local authority assets including the Barbican and the Old Bailey for the City Corporation
- advising the London Borough of Lambeth on the Building Schools of the Future initiative including the identification, analysis and ranking of potential sites and feasibility
