Tony is a partner based in the West End. He has more than 25 years' experience of a wide range of valuation and other professional work but specialises in compulsory purchase and compensation, advising both acquiring authorities and claimants. He is a member, and past chairman, of the Royal Institution of Chartered Surveyors Compulsory Purchase and Compensation Panel and has been asked to join various working parties and steering groups – including the Compulsory Purchase Policy Review Advisory Group (“CPPRAG”) established by the DETR and which reported to ministers on the operation and reform of the present system, and the Law Commission Working Party looking specifically at legislative reforms. He is also a part-time tutor at the College of Estate Management in Reading.
Specific experience
Advising acquiring authorities and developers, and providing specialist advice, on all aspects of compulsory purchase and compensation from the early stages through to negotiation and settlement of claims
The provision of strategic and technical advice, and the negotiation of purchases by agreement, in advance of compulsory acquisition
Providing estimates of compensation in connection with proposed major developments including proposed town centre developments and transport schemes
Preparing, negotiating and settling claims for compensation on behalf of claimants in respect of a wide variety of properties
Advising on related matters including restrictive covenants, the valuation of land having potential ‘ransom value’ and damages claims relating to property interests
Negotiating and settling compensation payable under Part I of the Land Compensation Act 1973 in relation to schemes including parts of Docklands Light Railway, the Channel Tunnel Terminal (working alongside the District Valuer), Blackwall Tunnel Southern Approach and a new spine road in Hampshire
Preparing reports on the practical and compensation implications of public works schemes on specialist properties including a large industrial undertaking, a national computer centre and a national cross channel electricity supply line
Advising on the effects of utilities running above or under development sites and other properties
Independent expert adjudication on compulsory purchase compensation dispute between public bodies, including provision of full reasoned decision
The presentation of papers to surveyors and other professionals on compulsory purchase and compensation
Undertaking capital valuations, rent reviews and lease renewals, and rating appeals in respect of a range of retail, industrial, residential and specialist properties throughout England
Giving evidence on valuation and related matters at planning and compulsory purchase order inquiries and at hearings of the High Court, Lands Tribunal, County Court, Valuation Tribunal and Rent Assessment Committee
