Blackfriars Road, on the South Bank of the River Thames is identified as an area for regeneration where taller buildings may be appropriate.
Circleplane own a 0.81 hectare site bounded by Blackfriars Road and Paris Garden, containing a number of commercial buildings of differing ages, where a proposal for their replacement including a 42-storey residential and 23-storey office building were brought forward alongside retail and community uses at street level.
The application was supported by the London Borough of Southwark, recognising the significant land use, design and community benefits arising from the proposal. Following a resolution to grant planning permission, the application was Called-In for determination by the
Secretary of State following a Public Inquiry.
Gerald Eve LLP were instructed to prepare expert planning evidence in respect of the proposal, which would contribute to the rejuvenation and revitalisation of this neglected part of Central London. The key issues for the Inquiry included the effect upon the Westminster World
Heritage site and other heritage assets, design and visibility, and the policy framework for tall buildings in this part of London following objections to the proposal.
Hugh Bullock, Gerald Eve LLP’s Senior Partner, prepared evidence and appeared as an expert planning witness at the Public Inquiry into the proposed development.
The Planning Inspector recommended approval, which was accepted by the Secretary of State, and planning permission was granted in March 2009.
