Cadogan, owner of 90 acres in Chelsea, acquired a 10 acre site adjoining the King’s Road, formerly occupied by the Territorial Army as the Duke of York’s Headquarters. With the site came three substantial listed buildings, a conservation area throughout and the famous green running track.
Cadogan’s objective was to create a new focal point for the King’s Road by developing a new square, shops, offices, a gallery, a primary school and residential accommodation on the site. It appointed Gerald Eve as its planning consultant.
The solution
We advised Cadogan on the strategic issues relating to the site, holding discussions with the Royal Borough of Kensington & Chelsea, the Greater London Authority, local residents and other principal stakeholders.
Since planning permission for a masterplan was granted in 1999, numerous planning challenges have emerged, largely relating to changes in occupier requirements and the inter relationships between occupiers. One recent example is the conversion of the headquarters building for the occupation of the Saatchi Gallery. The key challenge was to achieve the right balance of control to function commercially and at the same time protect the amenity of nearby residents from too many late night events. Working with the officers at the Royal Borough, we achieved a compromise on conditions that allowed a set number of corporate events to take place each year. The Gallery is timetabled to open in summer 2008.
Results
New uses and new buildings have transformed the Headquarters into a bustling new part of Sloane Square and the King’s Road shopping areas, which sits comfortably within the legacy of the historic environment.
