Gerald Eve LLP was appointed by The Property Merchant Group to provide planning advice in respect of the redevelopment of 289-293 Regent Street, 295 Regent Street and 33 Margaret Street [Cavendish Gate] and 23-24 Newman Street within the City of Westminster. The proposals comprised a land use swap within the Central Activities Zone to strategically deliver high quality bespoke office floorspace at Cavendish Gate and significant levels of private and affordable housing at Newman Street. 289-293 R

The original proposals (involving Cavendish Gate only) included retail, office and residential uses on site but led to inefficiencies and therefore our client purchased an off site solution in Newman Street to make more efficient use of the upper floors of Cavendish Gate as offices and incorporate the residential element at Newman Street.

At Cavendish Gate the proposals involved planning permission, listed building consent and conservation area consent for a high quality mixed-use development to create an enhanced retail offer along Regent Street and the creation of modern and flexible office accommodation of approximately 13,000 sq m within the West End. The Cavendish Gate design included high quality new development behind retained listed facades and an attractive new office entrance and public art on Margaret Street.

At Newman Street the proposals involved conversion of a 1960’s office building for 22 residential units (16 private and 6 affordable) together with retained commercial floorspace; the replacement of new front and rear facades to significantly enhance the surrounding context and Conservation Area; and sustainable measures.

Following extensive negotiations Westminster City Council resolved to grant planning permission, listed building and conservation area consent for Cavendish Gate and 23-24 Newman Street. The decisions included separate but linked Section 106 Agreements.
