Client: English Heritage

We are often asked to advise on the viability of listed building refurbishment and redevelopment by English Heritage, local authorities and developers.

Recently, English Heritage asked us to advise on a scheme proposed by Urban Splash for the refurbishment of the listed Brewhouse and Clarence Buildings at Royal William Yard, Plymouth.

We undertook an audit of the valuations and the scheme content proposed by Urban Splash and prepared an overall feasibility study to assess whether the proposed enabling development was necessary to meet the conservation deficit. We assessed whether the developer’s calculations were realistic and whether the actual level of enabling development proposed was the minimum necessary.

Urban Splash has now completed the development of the Mills and Bakery buildings - office and retail/leisure space - as well as the residential Brewhouse and Clarence Buildings.
