Gerald Eve has been instructed by High Peak Borough Council and the Homes & Communities Agency to undertake an Asset Enhancement Study of surplus public sector assets within the Peak Housing Market Area.
Our study involved working collaboratively with 11 partner organisations; High Peak Borough Council, Derbyshire Primary Care Trust, Derbyshire Police Constabulary, University of Derby, Derbyshire Fire & Rescue, Peak District National Park Authority, Natural England, Tameside & Glossop Primary Care Trust, Derbyshire County Council, East Midlands Development Agency and Derbyshire Dales District Council.
Gerald Eve in consultation with partner organisations short-listed approx. 20 sites. We prepared a detailed viability assessment for each site which included development appraisal clearly demonstrating the expected capital receipt, comparable evidence, planning context, and a reasoned delivery strategy to optimise value with associated timescales.
Our advice included site development and disposal opportunities; opportunities for public/private partnerships; opportunities to parcel land/assets across the 11 partner organisations, opportunities for deferred payment with risk/reward sharing principles and opportunities to dispose of land with the benefit of overage clause.
