Client: JG Land & Estates


The Broadmeadow site, located on the A14 near Ipswich, is the site of the 52 ha former British Sugar factory, which was closed in 2001. Located in a predominantly industrial area, the local council had earmarked the future use of the site for employment generating uses.

In seeking evidence that the site could be used for purposes other than commercial and industrial uses, JG Land & Estates commissioned our research team to undertake an employment land assessment. This was contained to office, R&D, industrial, manufacturing and distribution uses.

The solution
The method used for the study adhered to the Employment Land Reviews Guidance established by the ODPM (now the Department for Communities and Local Government). It required an analysis of the current economic profile, business profile and property market dynamics of the local area, alongside expected future demand for employment space and thus land, utilising employment forecasts until 2021.

These were compared against the current and allocated supply in the surrounding area, enabling us to establish the balance - or imbalance - between demand and supply.

Results
Our report was submitted to the local authority as part of our clients’ planning application.
