Adam is a partner in our planning & development department based in the West End. He specialises in advising on land assembly for town centre regeneration and infrastructure projects, in particular the use of compulsory purchase. He was previously at Deloitte where he acted for High Speed Two (HS2), local authorities and regeneration bodies.
Traditionally from a valuation background having spent the first decade of his career in the midlands market, Adam has valued a variety of UK (and Channel Islands) based assets across the commercial property sector for a range of purposes.
He is a member of the Royal Institution of Chartered Surveyors (RICS) and the Compulsory Purchase Association (CPA). He is also an RICS Registered Valuer.
Acquisition of land and property for HS2 in advance of Royal Assent of the High Speed Rail (London – West Midlands) Bill in 2017. Claimants included domestic and international courier businesses and off-shore special purpose investment vehicles. In excess of £100m spent.
Negotiation of compensation for acquiring authorities and claimants across a range of properties including retail, industrial and specialist uses. Mechanisms negotiated for the relocation of claimants to alternative acquiring authority owned premises or identified sites.
Advice on the phased use of compulsory purchase powers as part of the overall development programme and managing variety of risks within the process. Management of objectors including the negotiation of undertakings and withdrawal of objections ahead of public inquiry.
Preparation of land assembly strategies and Property Cost Estimates (PCE), for infrastructure projects and estate/town centre regeneration schemes.
Strategic advice provided to acquiring authorities and claimants in respect of compensation entitlement flowing from the use of powers for ’linear’ infrastructure schemes and regeneration projects.
