Fiona is a London based Senior Surveyor in our Planning and Development department, specialising in affordable housing. She has over 9 years’ experience in the sector, ranging from Local Authority enabling and liaison with key Registered Provider Partners, Developers and the Greater London Authority, through to the Project Management of new build and regeneration schemes.

Specific Experience

Project Management and Enabling positions at three London based Local Authorities under a variety of political administrations. These include Islington, Richmond upon Thames and Hammersmith & Fulham. Full understanding of the Local Authority Governance process and the factors influencing this.

Project Management of New Build Schemes – Led on the project management of numerous development schemes from inception to completion, ranging from large multi-agency development and regeneration projects to small 2 unit infill’s on existing council estates, for example, King Square Estate in Islington – a 150 unit, mixed use council led scheme. Roles involved producing design and project briefs, the appointment and management of consultants, financial and risk appraisal, engagement with key stakeholders, letting of contracts and the monitoring of budgets.

Identifying, assessing and developing new initiatives for the provision of mixed tenure housing, including assisting with the identification of, bidding for, and securing of internal and external funding for projects and programs. This includes Greater London Authority funding under current and previous allocation rounds.

Key Stakeholder/ Resident Consultation and Engagement Strategies for new build and regeneration schemes both during the pre-planning and on site stages of development

Joint Ventures – Joint Venture Embedded Officer in Hammersmith & Fulham Councils first JV with Stanhope. Worked on the delivery of a 150 unit scheme (Phase 1) and wider Estate Master Plan (Subsequent Phases). Role includes joint tendering, appointment, management of consultants, achieving vacant possession of the site, resident consultation and finally gaining planning approval and overseeing the transfer of the land to the JV.

Site Disposals – Developed and implemented the Islington Land Disposals Framework as a mechanism for the disposal of council owned land. Led on various council land tendering competitions and disposals to Registered Provider partners for affordable and supported housing with various Registered Provider partners including, Family Mosaic, Islington and Shoreditch Housing, Newlon, Southern, Notting Hill and One Housing Group.
