Julian is a Partner in our West End office, leading our Residential Leasehold Enfranchisement team. He has considerable experience in valuation of residential properties in central London for leasehold reform purposes including presentation of expert evidence at Tribunal; and assists in the portfolio valuations of the residential property assets of three major central London estates. In addition, he has carried out general valuation and planning work in connection with a range of residential, institutional, commercial and industrial property, including residential properties in central London, universities, development land, industrial and office buildings.

Specific experience

Current work focuses on providing valuation advice to private clients and three major central London estates relating to matters under Leasehold Reform Act 1967 (as amended) and the Leasehold Reform, Housing and Urban Development Act 1993 (as amended) and Commonhold and Leasehold Reform Act 2002. Julian has first hand experience of the principal valuation issues of the day and is at the cutting edge of developing valuation theory and practice in this specialised area.

Giving expert evidence on valuation issues in the leading cases heard before the Upper Tribunal (formerly the Lands Tribunal) on key valuation issues including:

deferment rates and hope value, (cases known as Arbib in 2005 and Sportelli in 2006)

the treatment of intermediate leasehold interests (Nailrile in 2008)

the complex leasehold and freehold structure on the Grosvenor Belgravia Estate (Klaasmeyer in 2010)

the treatment of development value in Schedule 6 valuations (Cravecrest in 2012)

purchaser’s margin and relativity (82 Portland Place (Freehold) Limited in 2014)

In addition, Julian gave evidence as a witness of fact in the leading case on relativity (Mundy in 2016) concerning the makeup of the Gerald Eve 1996 Graph of Relativities, which the Upper Tribunal found to be the “industry standard”, widely used by LRA practitioners in Prime Central London.
