Simon is a partner in our Alternative Markets team, dealing mainly with our central London estate, education, charity, cultural institution, healthcare and public sector clients. He has over 35 years qualified experience providing a wide range of consultancy advice on specialist and residential property throughout England involving capital and rental valuations, sale and purchase, rent reviews and lease renewals, estate strategy, planning, rating and compulsory purchase.  Simon is a RICS Registered Valuer and has given expert evidence at inquiries, tribunals and arbitrations.

Simon is also chairman of the firm’s professional standards panel, responsible for advising on technical and quality assurance matters, and the RICS designated compliance partner.

Specific experience

Education – valuation of university estates including Lancaster, Sussex, Open, King’s College London and valuations of schools for various purposes.

Rating advice to universities including Oxford and, for Universities UK, negotiating a Memorandum of Agreement on the basis of valuation for rating of universities for the last three Revaluations.

Lease consultancy including (for the landlord) expert evidence in an arbitration on a rent review of the University of Greenwich at the Old Royal Naval College.  Other experience includes advice on the modification of restrictive covenants and on the application of the Crichel Down Rules.

Residential – capital valuations of the Grosvenor’s Belgravia estate and the Wellcome Trust’s South Kensington Estate.

Advising on planning including applications, appeals, local plan representations, village green applications and judicial review.

Acting as an independent surveyor to determine the basis of apportionment of the Scheme of Management Charge on the Dulwich Estate.

Advising and giving evidence in arbitration proceedings arising out of a Section 106 Agreement in relation to access to a residential development site over a ransom strip.

Cultural institutions – advising various national museums (including Natural History, Science, National Army, Wallace Collection) on valuations for financial statements and reinstatement cost assessments.

Advising the Greenwich Foundation for the Old Royal Naval College and the National Maritime Museum on a wide range of property issues.

Local authorities – valuation and/or rating advice to City Corporation, Bedfordshire, Hertfordshire, Hillingdon, Surrey and Metropolitan Police.
