Simon is a consultant and former partner in our Alternative Markets team, dealing mainly with our central London estate, education, charity, cultural institution, healthcare and public sector clients. He has over 37 years qualified experience providing a wide range of consultancy advice on specialist and residential property throughout England involving capital and rental valuations, sale and purchase, rent reviews and lease renewals, estate strategy, planning, rating and compulsory purchase (including advice on Crichel Down) and the modification of restrictive covenants. Simon is a RICS Registered Valuer and has given expert evidence at inquiries, tribunals and arbitrations.
Simon is also a member and immediate past chairman of the firm’s professional standards panel, responsible for advising on technical and quality assurance matters, and he has acted as the firm’s RICS designated compliance partner.
Education – valuation of university estates including Lancaster, Sussex, Open, King’s College London and valuations of schools for various purposes including rent reviews.
Advice to universities across England on rating has extended from Exeter to Lancaster and included Oxford and the Colleges. Advice to Universities UK, negotiating a Memorandum of Agreement on the basis of valuation for rating of universities in England and Wales for the current and last three Revaluations.
Lease consultancy including (for the landlord) expert evidence in an arbitration on a rent review of the University of Greenwich at the Old Royal Naval College.
Residential – capital valuations of the Grosvenor’s Belgravia estate, the Wellcome Trust’s South Kensington Estate, the Portman Estate and the Crown Estate.
He has advised housebuilders and landowners on planning matters, including applications, appeals, local plan representations, village green applications and judicial review.
He has acted as an Independent Surveyor to determine the basis of apportionment of the Scheme of Management Charge on the Dulwich Estate.
Advising and giving evidence in arbitration proceedings arising out of a Section 106 Agreement in relation to access to a residential development site over a ransom strip.
Cultural institutions – advising various national museums (including Natural History, Science, National Army, and Wallace Collection) on valuations for financial statements and reinstatement cost assessments.
He has advised the Greenwich Foundation for the Old Royal Naval College and the National Maritime Museum on a wide range of property issues.
Local authorities – provision of valuation and/or rating advice to the City Corporation, Bedfordshire, Hertfordshire, Hillingdon, Surrey and the Metropolitan Police.
