Rachel is an Associate in our Planning and Development team based in the West End, and is a chartered member of the Royal Town Planning Institute.

Rachel has significant experience in advising clients on commercial, residential and mixed-use schemes, frequently involving heritage and conservation issues, with specific experience in providing planning advice for sites within Westminster City Council.

Specific experience

Central London estates working primarily for Grosvenor – advises on a range of planning and development issues relating to estate management, frequently involving listed buildings and conservation areas.

Heritage – advises on alterations, extensions and changes of use of listed buildings and on planning and development issues in conservation areas, for example recently working with the Royal Academy of Arts, and the Royal Institution of Great Britain.

Commercial-led mixed-use developments in central London – provides planning advice from initial planning assessments through to securing planning permission (and where relevant, listed building consent), and managing the discharge of planning conditions and Section 106 obligations during the construction process, for example, recently working with Grosvenor and Peninsula London to deliver the new Peninsula Hotel at 1-5 Grosvenor Place, with Derwent London at 25-33 Berners Street and with the Portman Estate and Derwent London at 19-35 Baker Street.

Worked with the Town Planning Expert Witness on the CPO Public Inquiry for Brent Cross Cricklewood, and for a Dispute in the High Court of Justice Chancery Division.

Retail development – advises on both town centre and out of centre retail matters for both landowners and occupiers.

Local Development Framework process – preparing written representations in respect of planning matters which may affect the future development potential of a client’s site.
