James is a Partner in our Planning and Development team. James advises a range of developers, landowners and institutional investors on planning and development matters. He has particular experience of the complex central London planning environment, on which he has advised leading mixed use commercial and residential developers, landlords and estates on town planning and development strategy.  He is actively involved in policy formation in central London.

Specific experience
Central London – advising central London developers and landowners on strategic commercial, residential and mixed use redevelopment and estate management. Clients include The Crown Estate, BlackRock, Land Securities, Great Portland Estates, Derwent London, Grosvenor, BNP Paribas, Berkeley Square Estate.

Policy development – advising Westminster Property Association and other clients on emerging local and strategic and national town planning policy, including preparing representations and appearing at Examinations in Public.  Retained advisor to Westminster Property Association’s Policy Committee. Reviewing, commenting upon and drafting emerging planning policy.

Heritage and conservation – advising institutions such as Christ Church Oxford, St Anne’s Oxford and King’s College London on redevelopment and expansion in sensitive townscape and heritage settings.

Hotels and leisure – advising Grosvenor and Hongkong and Shanghai Hotels on the development of a new Peninsula Hotel at 1-5 Grosvenor Place.  Advising luxury hotel and spa group on development opportunities in South East England, including securing planning permission for significant hotel extensions in the Green Belt.

Retail – advising retail investors on retail expansion and development across England, including retail impact assessment work and strategic development. Clients include Standard Life Investments and BBC Pension Fund.

Regeneration – involvement in large scale regeneration schemes, such as Greenwich Peninsula and King’s Cross Central, including submitting applications, advising on implementation of existing permissions and making representations to policy documents in support of long term regeneration objectives.

Strategic infrastructure – advising on development including over site development at central London Crossrail stations and rail freight distribution facilities.
