Keith Norman



I am head of our industrial and energy team which provides a full real estate service to the sector. I focus on client relationship management ensuring that our service delivery exceeds your expectations.

My speciality is the valuation of complex industrial, energy and infrastructure assets for a wide variety of purposes. Examples are the valuation of sites for new nuclear development for transactional purposes and operational power stations for Purchase Price Allocation purposes.

I am a leading expert in strategically advising energy and infrastructure companies in respect of their business rates liabilities. This is shown by my role as advisors to some of the UK’s largest energy companies such as Uniper and SSE, as well as being an advisor to trade bodies such as Energy UK and the Energy Networks Association.

I manage a few of our major client mandates for real estate services to the industrial and energy sector ensuring strong relationship management and advising on business-critical issues. For example, I am relationship manager for our full real estate services contact with EDF.

As an experienced expert witness, I have given valuation evidence in the High Court in London (Humber Oil Terminal Trustees v ABP) and regularly give evidence in respect of business rates appeals at Valuation Tribunal and Upper Tribunal. Recently I have given evidence on the valuation of wind farms in the Republic of Ireland.

I am a Fellow of the RICS and a member of the Energy Institute as well as being a member of the Renewable Energy Association.



  • Business Rates – I negotiated the basis for Combined Cycle Gas Turbines on the 2017 Rating List which delivered in excess of £10 million of cash savings. I negotiated assessments of electricity and gas distribution and transmission networks in advance of the 2021 Rating list coming into force. The Total Rateable value was in excess of £1 billion. I represented Humbly Grove Energy at Valuation Tribunal and successfully challenged the method of valuation adopted, which delivered savings of approximately £3 million.
  • Valuation – I undertook the capital valuation of operational tank farms for Purchase Price Allocation purposes. The total capital value was in excess of £200 million. I provided expert witness valuation reports for sites with potential for waste to energy use. I undertook valuations of land for new nuclear development.
