Richard is the Partner responsible for the specialist property rating and valuation team of our London West End office. He specialises in asset valuation and rating matters and has particular experience of specialised properties and those used for charitable purposes. His clients include universities, local authorities, NHS trusts, major national museums and London estates.

Specific experience

Rating advice
Providing a complete rating appeals and consultancy service to more than 30 universities in the 2005, 2010 and 2017 rating lists – Richard has been able to save these universities in excess of £10m through reductions negotiated in the 2010 rating revaluation.

Negotiating a memorandum of agreement on the valuation of universities for rating purposes in the 2005 and 2010 Rating Revaluations on behalf of Universities UK. Richard is the lead negotiator in discussions with the Valuation Office Agency on a university valuation scheme for the 2017 Revaluation.

Providing rating advice to a number of major national museums and galleries including the British Museum for which he secured a rate rebate of more than £1m in the 2000 rating revaluation.

Valuation advice
Capital valuations of a variety of properties for accounts purposes including research laboratories, art galleries, museums, police stations, court buildings, cultural venues, NHS trust hospitals and colleges of further education.  Richard has particular expertise in DRC valuation techniques including asset lifting and componentisation apportionments and is co-author of the RICS Guidance Note ‘Depreciated Replacement Cost Method of Valuation for Financial Reporting – 1st Edition November 2018’.

Providing valuation and strategic property advice to educational clients, including the University of Ulster, King’s College London, St Mary’s University College Twickenham, and Goldsmiths College.

Preparing reinstatement cost assessments for insurance purposes of a wide range of specialised property types.

Coordinating a team in the annual valuation of a major central London (residential and commercial) estate.
