Samantha joins Gerald Eve as a Senior Associate in the Planning and Development Team.  She has over 20 years’ local government experience in London, most recently at the Greater London Authority, where she spent the past 9 years in the Planning Team, advising the former and current Mayors on a wide range of referable, strategic planning applications across Greater London. Prior to the GLA, Sam spent an extensive period at Lambeth Council where she was lead officer for a number of large scale regeneration projects and mixed use applications around Brixton, Vauxhall, the Albert Embankment and Waterloo.

Her senior officer role at City Hall required significant engagement with the Deputy Mayors on a day to day basis, as well as Borough leaders, senior Council officers, and other stakeholders, giving her a unique insight and understanding of regional and local government politics and procedures across London.

As a lead officer in the pre-application and application process at the GLA, Sam was responsible providing strategic planning advice on a broad range of issues including design and heritage, London View Management Framework and World Heritage Sites, affordable housing and viability, Strategic Industrial Land, Housing Zones, Green Belt development, as well as town centres/retail development, student housing and waste and infrastructure projects.  She also contributed to policy formation for various iterations of the London Plan and associated supplementary planning guidance, including several Opportunity Area Planning Frameworks, and provided input into Local Plan preparation and London Plan conformity.

Sam brings a wealth of experience from working across all of the London Boroughs in her time at City Hall, handling a number of significant regeneration projects around the South Bank, Vauxhall, Nine Elms and Battersea, including: the Shell Centre, King’s Reach, Elizabeth House, London Fire Brigade Headquarters, Battersea Power Station, Cringle Dock, South London Mail Centre, Atlas, Keybridge House, Bondway, New Covent Garden Market, One Nine Elms, Albert Embankment, Vauxhall Island Site, Oval Gasworks, and Battersea Gasholders. Other significant projects across London include Wood Wharf on the Isle of Dogs, BBC TV Centre, Westfield and M&S White City, Beckton Riverside and Thameside West in the Royal Docks, and a number of schemes around the City Fringe.

Sam has also been involved in a number of infrastructure projects including Nine Elms and Battersea Northern Line Extension and Crossrail Over Station Developments at Tottenham Court Road and Hanover Square, Sellar’s Paddington, Bakerloo line station improvements; waste and energy recovery facilities including Beddington and SITA Mitcham.

Leisure, sporting, health and education developments include Chelsea Football Stadium, the Southbank Centre, British Film Institute, and Royal College of Art, St Mary’s Hospital, Imperial College West, Downing student housing schemes, Brunel University, and a number of EFA and Council funded school schemes.

Large scale estate renewal schemes across London include Clapham Park, Loughborough Park, South Kilburn, Merton Estates, South Acton Estate, Friary Park, Dollis Hill, Westbury Estate and Myatts Field.

Other key achievements include successfully managing the Mayoral call-in and judicial review process for Royal Mail Group’s Mount Pleasant Sorting Office including complex s106 and viability negotiations; giving supporting evidence at the Shell Centre public inquiry and judicial review and managing Freedom of Information and Environmental Information Regulation requests at City Hall.
